Although industries and companies may be quite diverse in their products and services, they way they manage their labor is similar with few labor type models. It`s the models that are approached differently but the models use the similar systems across industries. Support services for example is often qa back end component for hospitals, senior housing nursing homes and assisted living residences, hotels and lifestyle services. Within this component are the usual small departments that require similar management systems for performance.

Central or head offices try to develop optimal models of business operation which they then try to standardise across all of their remote facilities. Each of these facilities however is run in different localities with different local resident requirements. And each building is a complex set of operations handled by small departments. When they first began operations many of these `homes`were basically managed by the seat of the pants of the manager who spent their day putting out fires and managed by walking around. Not much effort or time was spent planning or scheduling services because the employees basically figured out what to do themselves. Nursing, however did spend a lot of time documenting everything they felt was important to document. State agencies started getting stricter on requirements and more documentation started happening.
Senior housing operators were mostly left to fend for themselves in determining how to actually manage their buildings and employees. They were given staffing guidelines by the state agencies and business practice guidelines by theri head office.
But almost no one was formally introduced to how to develop systems for planning and managing their employees. Performance was measured by occupancy and adherence to budget. Quality was measures by the number of problems, accidents or complaints.
Senior housing today more than ever are being forced to compete on financial viability marketing and quality delivery of services. This means there is a greater need for management systems and tools at each building and within each department. There is a greater need now for performance indicators in all departments. The care departments have a greater need for measuring changes in resident acuity and matching those changes to services, to labor scheduling and finally to pricing. Without formal systems dynamically connected, management can only resort back to guesswork and trial and error.
Designing and implementing individual management operating systems in each small department within a facility had not been done previously because it is just too difficult and time consuming.
